DRAS 208.997 clarification

Good Day,
I have 3 small questions that my clerk is not able to answer,
First one is about the DRAS 208.997 wich I know had few modification back in 2012 but the document I saw was dated from feb 2013 on this web site. http://www.forces.gc.ca/assets/FORCES_Internet/docs/en/about-policies-standards-benefits-relocation/208.pdf.
so I would like to know if I could get the separation expence while i'm on my BMQ and QL3 since my wife and children can't move with me and still have to my morgage.

Second question, I'm starting my BMQ on the 2sd of august and my wife don't speak verry well in english and we know the the 2 possible posting will be Halifax or Esquimalt but during my approx year of training  can she take the course given by the CF here on montreal or have to wait for my final posting?

Third, between my BMQ and QL3 can I stay in Montreal area to work so I can be with my wife and children and save a bit of money on the cantine?

You should receive free quarters on BMQ but not rations.  I think that's all you're entitled to.

As far as staying in Montreal between your BMQ and your QL3, I doubt it, but I have seen incidents where people are sent on OJT to the location of their primary residence.

As far as your wife taking English courses, check with the Military Family Resource Centre in Montreal.  http://www.familyforce.ca/sites/Montreal/EN/Education%20and%20Training/Pages/LanguageCourses.aspx  She may have to wait until you are enrolled.
