U.S. Army rank Special ist?

Does anyone know the special conditions of the rank of specialist? It has the same pay grade as corparal (E4), and is below it. It seems that there are some special conditions? What are they?
 
Specialist 4, SP4, E4 â “ The Specialist is a somewhat unique rank. This is the only enlisted rank that does not bear chevrons or rockers. Instead, the Specialist rank looks like a solid shield with an eagle centered on it. The Specialist has been trained in a military occupational specialty (MOS), his Army job, and has some amount of experience in the service.

Corporal, CPL, E4 â “ The Corporal wears the insignia of two chevrons. The Corporal is the first rank in the US Army identified as a non-commissioned officer, or NCO. The Corporal and the Specialist both make the same amount of pay, but the Corporal outranks the Specialist because of his NCO status. Also, the Corporal is the first rank designated as a 'Junior non-commissioned officer', or Junior NCO.

Essentially (and somebody correct me if I'm wrong), a Corporal is a Specialist with leadership training (but lacking the time in grade for Sergeant?).   Imagine a Corporal and a Master Corporal receiving the same pay.   Corporals and Sergeants in the US Army have similar levels of responsibilities (Fireteam leaders) which is roughly equivlent to our Master Corporal (and equivlent to the British/Aussie Lance Corporal), but I do believe a Sergeant has more training responsibilities.

A Corporal fills a leadership slot. A Specialist does not. During my enlisted period the only time I saw a corporal was a man that had been busted from Sgt. If a Specialist is promoted he becomes a Sgt. If we had a Sgt vacancy a worthy Spc would be made an acting Sgt until such time as he could appear before a promotion board. You will see alot more Corporals in the USMC.
