Has anyone else figured out why that ice damn hasn't been blown away?

Blowing it up seems to me a simple solution - perhaps I'm missing something?

Residents of Prince George continue to wait for a conclusion to their ice jam and flooding troubles, with the Nechako River now full of slushy ice for six kilometres from where it meets the Fraser River, a situation that has persisted for almost five days.

A dam of slush is notoriously resistance to the effects of high explosive.

The river has risen quite a bit as of last night. As for explosives i don't know how well that go over.... personally i'd drive down to watch regardless ;D
On another note how would you get the explosives to the river? Cant walk out there and i doubt dropping it would work. Just curious.
 
Not having been an engineer, I don't have the foggiest idea - there are others here who would know.
