There is some delay in the design of the Science Vessel, likely issues found with the OFSV design impacts assumptions made in the SV design. I am not sure if Seaspan is doing the designs or just building what it is given. If the design is not ready and the shipyard is not doing the designing, then it's not the shipyards fault. If they are heavily involved in the design, they may be part of the problem. As I recall Seaspan had to question design specs on the OFSV class which delayed that build. Since most of the designs the feds have built are top heavy for federal fleet, I am not surprised by design issues.

If the report is bad news then just release the damn thing but add in a plan to correct it. Sitting on the report does nothing but make the smell worse.
