Don't be too sure, they have their recruiting issues too and I assume unit strengths 'ebb and flow' in a way similar to ours.
They are, though, far more integrated with the Reg F than our ARes IMHO ;)

I think the CAF does a better job at some aspects of training for Officers, with the RESO system, though. Reservists in the UK get a much shorter training period than CAF Reserve Officers and are not really 'on par' with...

Al that whining to say that the ARes-RegF interface needs a good rethink, IMHO...
Remembering when that happened during 10/90 and the abuse that was dealt out to the ARes by some of their RegF 'mentors' remains the stuff of (bad) legend ;)

When the Bde HQ downloads all planning for major exercises to a 'lead unit' in the Bde, which started happening regularly around the early 2000s as I recall, they cease to be a proper HQ and become a (pretty inefficient) post office...

It's worth doing some kind of study but, for a start using the back of a small envelope, many functions of the (long term, nondeployable, largely sedentary Class B staffed, few line authourity responsibilities) ARes CBG HQs could be civilianized to some extent I'm guessing...
If there was a coherent strategy, and operational plan with the right resourcing, for the Reserves they might be... one of these days.
