They seem to be talking about people mostly on course, who aren't on a ship. But honestly having people living on the ship is a pain in the ass for duty watches, and usually more of a liability then a help. The non combatants are largely shut down and zero crewed after hours as well.

Unhoused sailors in Halifax is not exactly a new thing. As of at least two years ago emails have periodically come from the formation chief to canvas everyone to see if anyone was couch surfing based on members on the WC doing the same. Some of the issue is pers coming off course and expected to get out of single quarters, that was expanded but I'm sure there there are other situations. Not sure that helped or not. We used to have buildings such as Normandy block and St Laurent block, those were pulled down long ago. All PMQ's or at least ones that are habitable are full including Shearwater. Letting sailors live on the ships was looked at and dismissed as duty watches would have to expand as when they were reduced living onboard was stopped.

Distinct risk that the bridging solution becomes the permanent solution and you end up with very dreary cityscapes a la east German apartment complexes or think Quonset huts. Most of the unhoused are pers coming off courses so we'll be more behind if we froze the personnel. We need a quick solution and if that solution lasts 10 years then so be it.
was thinking of them being applied in an urban environment to facilitate students and immigrants more than as barracks. But even as barracks, with the will to do so a permanent structure with a bit of curb appeal can be completed in less than a year from conception to completion. What is needed more than anything is the green light to do so. Years back Oakville Hospital required a residence for their student nurses. Rather than purpose build with all the attendent negotiations they simply contracted for an off the shelf designed 12 unit apartment building with 3 bedrooms in each unit. Each unit of course had a living area and a kitchen and accommodated 3 students; each with their own room. Could easily have doubled up in each room if necessary but it never was. The building fit in with the rest of the neighbourhood and it was a very simple construction. Yes you can build an ATCO complex in a much shorter time but it how long will it take to improve the intake of new sailors? If you start now can't you have the facilities in place by the time you need it? In the meantime maybe a dozen of the ATCO homes as temporary whilst the new ones are under construction. Just don't Canadianize the design.
